Unlocking your phone allows you to use SIM cards from any network in it, instead of just those from the original provider. Sometime you will also gain access to some functions originally locked out by your network. You can unlock many handsets simply by keying in a code on the keypad, with the SIM removed; if successful, a "SIM restriction removed" (or similar) message is displayed.
Unlocking your phone is perfectly safe, and legal in most countries, including the UK. Networks do not tend to forbid unlocking in their contracts and many will even offer to unlock your phone for you, but usually at an exorbitant fee.
