VLR (Visitor Location Register) is a local database integrated into a cell phone network, such as GSM, and it is used to store information on mobile subscribers as they roam away from their home area and enter new areas in the cellular network.
The information in the VLR is dynamically changing, as the subscribers move around and register their access to the network, and this information is necessary so that their calls can be effectively handled and routed. Visiting mobile subscribers may be issued with a TMSI (Temporary Mobile Subscriber Identity) by the VLR, to ensure confidentiality and to protect the subscriber's identity.
